Error Message ext2ini.exe has stopped working

Trying to import a watchguard VPN policy get the follwing error ext2ini.exe has stopped working.
Have reinstalled the watchguard software, disabled antivirus software ran malware scan's etc the watchguard software appears to be working fine but this error appears as soon as*you try and load the VPN policy*does anyone know what to refers to?*
